The Collapse of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension sparked by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are waged: optimistic declarations are issued from multiple capitals. Significant resources is allocated on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from across the border, a ability enabled by timely intelligence. From vantage locations, defense planes that had been deployed to intercept incoming aerial threats streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, presumably supplied through partner states. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: perhaps the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a need that neighboring countries are evidently unprepared to replace in the short term.

Failed Diplomacy

The 28-point plan from American leadership provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This trend will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a principle familiar among experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is impossible to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does nothing to discourage Russia, through statements or actions, from thinking that the status quo will not shift further in its benefit in the coming year.

Conflicting Perspectives

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but preventing a total frontline collapse until conditions improve in its favour.

Existing Situation

Factually, there are no real preconditions for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their objective will now be much harder after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a just a single week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.

While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
