The Former President's Progressive Alarm Misses The Continent's Real Threat: Technological Stagnation.

Donald Trump's security policy document offers a misguided assessment of the European Union. The document asserts that unrestrained immigration and so-called "woke" policies represent an grave threat to the continent's identity. Yet, this perspective rests on a serious misreading of the reality. The actual danger facing Europe is not societal but economic and technological backwardness.

The Stark Economic Divide Between Europe and the US

Statistics reveal a sobering contrast. From 2008 and 2023, American economic output grew by 87%, compared to a paltry 13.5% increase for the European Union. During this time, European income per person fell from 76.5% to just 50% of the US level. Strikingly, even Mississippi now boasts a greater average income than several leading European economies like Italy and France.

Today, roughly 50% of the global top fifty technology firms are US-based, while only four are European.

The Innovation Deficit: A Critical Problem

This widening economic gap stems from superior efficiency gains in the US, largely due to breakthroughs and better use of resources. The landscape of global tech leadership is decidedly American. Over the past five decades, 241 US firms have grown into companies valued at over $10bn, compared with just 14 in the European continent.

This gap prompts a pressing issue: In the race for future industries like semiconductors, AI, and quantum computing, what is the EU stand? Experts widely concede it is largely a two-horse race involving the United States and China, with European nations entering at a significant disadvantage.

Root Causes of Europe's Innovation Gap

Several major reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and agile network for financing new ventures. The EU still lacks a genuine unified investment market, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A US startup can introduce a product under a single set of laws to access a market of hundreds of millions. The European Union, despite a bigger population, is split among twenty-seven different national regimes, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, business failure was once viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has eroded its capacity for pioneering research.

The Road Ahead: Reasons for Cautious Optimism

Despite these challenges, there are causes for hope. European leaders are growing more conscious of the existential challenge and have started to advance substantial change. Key reports on EU competitiveness and the internal market highlight the need for sweeping changes.

Given appropriate policies and rule changes, Europe's strengths could support far greater degrees of business-led breakthroughs.

The continent still possesses considerable advantages: high-quality workforce, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in creating cutting-edge technologies, it can still dramatically boost economic output by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now faces a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in world influence.
